You can purchase a chisel and uncut gems from Bob in the home bank. He sells 100 of each Sapphire, Emerald, Ruby, Diamond, and Dragonstones. Uncut onyx can be purchased in Entrana (High skill requirements).
To cut an uncut gem:

To cut the gem into a necklace:
40 Sapphire -> Amulet of Magic
50 Emerald -> Amulet of Defence
60 Ruby -> Amulet of Strength
75 Diamond -> Amulet of Power
85 Dragonstone -> Amulet of glory
90 Onyx -> Amulet of Fury
To cut the gem into arrowtips:
1 Sapphire (56 fletching required)
27 Emerald (58 fletching required)
34 Ruby (63 fletching required)
43 Diamond (65 fletching required)
55 Dragonstone (71 fletching required)
90 Onyx (73 fletching required)
Both of these are awesome money making opportunities. Uncut dragonstones are purchased for 30,000 from Bob, and a Amulet of Glory sells for 54,000 to the shop or high alches for 90,000!
The crafting cape allows you to craft faster. The master cape allows you to have a chance of double bolt tips, as well as the increased speed!
